Communication To All Users

Is there any built in tools that I can use to message all users?

Via HomeAssistant I can send a message around the house that dinner is ready but that is useless when someone is using headphones on the computer or hard of hearing.

msg.exe does not seem to populate on the screen well and shows up off screen.

I would love to be able to make my HomeAssistant tool in addition to announcing over the speakers ssh into the PC and run something like aster.exe * "Dinner is ready" where * is all users or you can put specific users.
