How to you troubleshoot Windows 10 issues?

I mean, what is general steps you take when something wrong with your Windows 10? For example, Start menu on my machine is behaving. I can't add new tiles, I can't remove them. There is no option to add or remove when you right click. And now I am trying to understand why is this happening. Is it some GPO? Maybe it is because of some settings that are not available on UI and only PowerShell can change them?

I am more interested in how to solve the problem. Not only this particular one but generally.

I guess this problem is not related to ASTER. In this case, a solution to each specific problem can be found in google.
Is there a problem when ASTER is disabled?
